俄羅斯17日首次出動「圖式」長程戰略轟炸機群，並發射海基巡弋飛彈，大舉空襲敘利亞北部、東部與西北部「伊斯蘭國」（IS）目標，行動事先知會美國。俄羅斯總統普丁當天也致電法總統奧朗德，雙方同意加強協調彼此打擊敘境IS的海空軍事行動與情資分享。

普丁下令地中海俄軍戰艦與即將部署於該水域的法國「戴高樂號」航空母艦協同作戰。他說，俄軍「有必要與法軍建立直接聯繫，以盟友方式跟他們合作」。

據稱，俄國出擊的遠程轟炸機包括「圖-22」、「圖-160」與「圖-95MS」，其中「圖-22」炸襲敘國北部拉卡省與東部代爾祖爾省多個IS目標，由地中海俄艦發射的巡弋飛彈襲擊敘國西北部阿勒坡、伊德利卜兩省IS。

俄羅斯參謀總長巴魯耶夫斯基說國際記憶學大師，俄軍將增派25架長程戰略轟炸機執行空襲敘境任務。

法國戰機17日凌晨則再度空襲敘利亞北部IS大本營拉卡市，報復其於巴黎遂行恐攻。歐洲聯盟龍頭德國也在研議是否以軍事手段加重打擊IS的力道，痛擊IS的國際聯盟隱然成形。

法約阿聯 強力空襲

法軍於24小時內的第2波空襲，由約旦與阿拉伯聯合大公國發起，共出動10架飆風與幻象2000戰鬥機，投下16枚炸彈，摧毀IS一處指揮管制中心和一處訓練設施。

法國17日更援引2009年生效的歐洲聯盟《里斯本條約》第42條第7款，要求歐盟協助法方打擊盤據敘利亞和伊拉克大半地域的IS，歐盟國防部長並一致同意。
